Extensive experience in Early Grade Learning (EGL), learning remediation, PTOM implementation, education data systems, and learning assessment. Proven technical leadership in monitoring, evaluation, and learning (MEL), Primary Learning Platform (PLP)–based data collection and analysis, and capacity building at scale. Demonstrated ability to translate classroom-level evidence into system-level improvements, aligned with international standards including ACER and ICAR/ICAN. Strong experience in national coordination, field implementation, and production of high-quality bilingual (Khmer–English) technical documentation in line with World Bank requirements.
